Breeding Services
There are 5043 A.I. Centres in the State which cater quality Breeding Services to the farmers. Breeding of Non-descript low productive Desi Cows is undertaken through high producing exotic breeds like Holstein Friesian and Jersey Bulls. An elaborate breeding policy is in vogue since year 2018 in the State with the main emphasis on breeding with H.F. Bulls. However, in under developed areas and on small Cow breeds breeding is preferred with Jersey Bulls. Exotic inheritance shall be limited up to the 50% of cross breed level. Simultaneously the emphasis is also given to the breeding of draft purpose breeds and also for the conservation and propagation of indigenous breeds. Breeding in buffaloes is undertaken by the improved native breeds like Murrah and Bhadawari.
For catering quality breeding services at the farmers door steps self employed paravets are working in the State. Artificial Insemination is conducted through A.I. Centres, LEO Centres, paravets and NGOs along with infertility management through infertility camps. State has three deep frozen semen stations situated at Rahman Khera( Lucknow), Babugarh (Hapur) and Manjhra (Khiree) which produce quality semen straws and maintain quality bulls. Alog with this Sexed Semen has also been produced from Babugarh (Hapur) DFS Station. To improve breeding services are ensured by Uttar Pradesh Livestock Development Board (UPLDB) established under NPCBB, Govt. of India.
For the first time post independence department has launched Kamdhenu Dairy Schemes. Under the scheme 75 units of 100 cows/buffaloes with the interest subvention was proposed. Farmers have shown a lot of enthusiasm for the scheme leading to the increase in target from 75 units to 425 units. Mini Kamdhenu Scheme of 50 cows/buffalo is also started for small farmers.
Later Mini Kamdhenu and Micro Kamdhenu schemes with 50 and 25 animals respectively were also introduced.
Nandini Krishak Samriddhi Yojana (NKSY): A scheme to establish a dairy of 25 indigenous cows breed with a subsidy of 50% upto 31.25 Lacs per unit as pilot project.
Mukhyamantri Pragatisheel Pashupalak Yojana (MPPPY): To encourage the keeping and management of indigenous cows of higher milk yield a prize of Rs. 10000 or Rs. 15000 once in life and maximum of 02 cows for a owner.
Disease Control:
Treatment, Vaccination and other disease control activities are undertaken by Veterinary Hospitals and centres at the village level in districts. The institutional and manpower infrastructures are distributed at district level, regional level and state level. There are 2202 veterinary hospital, 2575 stockman centers and 267 "D" class Dispensaries, which cater quality Disease Control services to the farmers. Vaccination against deadly livestock diseases viz H.S., B.Q., Foot and mouth disease, PPR, RD,FP etc. is undertaken by the department. Under GOI assisted National Animal Disease Control programme (NADCP) approx. 5.20 crore animals of 75 districts of Uttar Pradesh are vaccinated for FMD with in a specified period of time. PPR eradication programme is proposed in all districts of the state under assistance from GOI (60:40) as RKVY Scheme. Brucella Control Programme has also been taken in the state under NADCP too. New Programmes of Rabies Control under RKVY and Endoparasite Control in cattle have also been undertaken under ASCAD Scheme.
Feed Fodder development:
State has a shortage of green fodder, dry fodder and compounded feed to the extent of 44.15%, 21.11% and 84.57% respectively. The livestock mainly depend on green dry fodder. The area under fodder cultivation is limited to about 7.70 lacs hect. and it is not easy to increase the area under fodder since an indirect competition exist between fodder production and cereal production for human consumption. The agricultural crop residues mostly are being utilized for animal feeding.
Presently the fodder development programmes in the state is limited up to the supply of quality fodder seeds mini-kits, and development of sylvi-pasture and Hortiposture systems in the state. In 2023-24, the department has distributed 1550.98 quintals quality fodder seed to the farmers free of cost as fodder mini kits for producing palatable and digestible green fodder. Apart from above, Govt. Livestock Farms also produce quality fodder seeds for distribution to the farmers on minimum rates fixed by department. In other hand, for development of fodder production, Govt. of India has been conducting a sub-mission on Feed and Fodder Development under National Livestock Mission. That sub mission aims towards strengthening of fodder seed chain to improve availability of certified fodder seed required for fodder production and encouraging entrepreneurs for establishment of fodder block/Hay bailing/ Silage making units through incentivisation. The department is promoting the farmers / entrepreneures under NLM for feed and fodder development. The U.P. Fodder Security Policy is under process, soon it be finalized and implemented.
Poultry Development:
Uttar Pradesh is a largest State in terms of population and the State has immense possibilities of development. The work of converting these possibilities of development into opportunities for progress is being done by the State Govt. under the efficient guidance of Hon'ble Chief Minister. Apart from agriculture poor livestock owner, weaker section, landless labourers are benefitted with various schemes in the field of livestock development for livelihood and economic development. By these scheme malnutrition is also going away. Various beneficial scheme are currently run the State Govt. for all-round development of livestock, providing employment opportunities at local level and promoting investment in the State.
Efforts are being made to establish poultry development programme like entrepreneurship for the purpose of producing eggs and poultry meat for the supply of nutrients (protein) to the people of the State and for self employment.
About two crore eggs in the state come from other States everyday. Similarly about 2.5 crore broiler chicks come from other States every month. The State Govt. has targeted to make the State self sufficient in eggs and broiler chicks production. With a view to make the state self sufficient in the production of eggs and chicks to benefit middle class poultry entrepreneurs, the establishment of commercial layer farm and broiler parent farm under the U.P. Poultry Development Policy-2013, schedule for the year 2013 to March-2018. The target was to setup farms of 123 lac commercial layer birds.
The period of scheme is extended upto March-2022 with a target to setup commercial layer farms of 90 lac extra birds capacity.
Similarly under the broiler parent scheme the target of raising 6 lac birds from the year 2013 to March-2018 was set. This deadline has been approved to extend utpo March-2022 under the U.P. Poultry Development Policy-2013
Under U.P. Poultry Development Policy-2013 in the State 355 units of commercial layer farm (30000 birds capacity per unit) and 312 units of commercial layer farm (10000 birds capacity per unit) have been setup. These units are producing 123.58 lac extra eggs per day. Under the scheme 38 broiler parent farm (10000 birds capacity per unit) have also been setup. These broiler parent farm are producing 40.00 lac extra broiler chicks per months. As many as 91720 persons have got self employment and investment of 1068.30 crore has been made through U.P. Poultry Development Policy-2013 in the State. This is helping to increase the States gross domestic product.
The State is moving towards becoming self sufficient in the field of egg production and broiler chicks production by the schemes of commercial layer farms, broiler parent farms and backyard poultry scheme. Through this employment generation is being created in rural areas alongwith making broiler production more profitable. The availability of organic manure for agricultural production is being encouraged and the availability of protein in food material is being ensured.
Apart from above schemes the State Govt. runs Backyard Poultry Scheme for Schedule Caste beneficiary to encourage poultry rearing. The main aim of Backyard Poultry Scheme is to produce eggs and poultry meat to improve nutrients (protein) in food of weaker section and self employment. Under this schemes training is provided to schedule caste beneficiaries. Unit cost is Rs. 3000/- per unit in the scheme. This amount is completely in the form of subsidy. In this scheme 50 poultry chicks, poultry feed, medicine and amount for poultry shed is provided to each beneficiary. 15000 units were established in financial year 2019-20 and target for financial 2020-21 is also 15000 units.
Goat Development
Acording to 20th Cattle census the goat population is 14480025 (male+female). Goats can survive in in all climatic conditions of India , on available shrubs and trees in unfavourable environments. Goats play an important role in the food and nutritional security of the rural poor’s especially in the rain fed regions where crop production is uncertain and rearing large ruminants is restricted by acute scarcity of feed and fodder. In pastoral societies in India goats are kept as a source additional income and as an insurance against income shocks of crop failure. Small farmers, women and landless agricultural labourers are increasingly relying on goat rearing for meeting their cash requirements.
The state government is running a sheep and goat training center at Etawah, where farmers are given a five day free training on scintific and commertial methods of sheep and goat rearing for their socioeconomic upliftment using modern and advanced techniques.
Under Bakri palan yojana run by state government in all 75 districts, each beneficiery has to contribute only 10% of the unit cost and rest 90% is government grant. A unit comprises of five female and one male goat and the cost of each unit is Rs. 45000.00. Covid affected families, widows, poor women and landless farmers are given preference to support their livelihood.
For breed conservation and improvement of goat to increase milk and meat production of indigenous goat breeds, a scheme of Goat Artificial Insemination is initiated in the state.
Badawari Buffalo and Jamunapari goat farm, Etawah is being developed for the consrevation of Jamunapari goat breed and it`s genetic improvement for high quality of milk and meat production. Pure breed goats will be distributed to the farmers for breed improment of their flocks.
Sheep Wool Development
According to 20th Cattle census the sheep population is 1035811 (Exotic+ Indigenous,male+female). There is 180 sheep and wool breeding Center and 5 Ram center in the state sheep breeding programme is being continued by these center. State have a wool gradeining center at Mirzapur. There is two sheep breeding farms in the state by means of that we provide male/female sheep to sheep farmrs on book value.
Pig Development
Acording to 20th Cattle census the pig population is 451207 (Exotic +Indigenous, male+female). There is 415 pig breeding Center in the state pig breeding programme is being continued by these center. State have 6 pig farms for genetic improvement of Breed by means of that be are providing male/female on book value to the interested pig farmers to start pig farming.
Pig Training Center and Diagnostic Laboratory has been established by state government at Aligarh, where pig farmers are trained free of cost for ten days on modern and advanced techniques for pig rearing are tought to the farmers to develop entrepreneurship in the field.
Scheme for Extention and strengthening of pig breeding facilities is run in pig dominent districts, under this scheme six pig breeding farms are strengthened and mentained and animals of high genetic qualities are distributed for breeding purpose to local farmers at book value on demand.
National Livestock Mission
A centrally sponsored entrepreneurship development programme for sheep, goat, piggery, poultry and feed and fodder sector is successfully running in state and farmers are getting benefit of capital subsidy upto fifty lacs on various sizes of projects.
Live Stock Marketing
There are several functions regarding the rate of livestock and livestock by products viz. to collect, compile and publish the average monthly , quarterly and annual reports regarding the rates of selected cities of milk and milk by products, meat and its by product, cattle seeds, cattle feed, green fodder etc. live livestock of various categories too. To maintain the byelaws of cooperative societies and to help the desirable persons to form cooperative societies for pig, sheep, poultry and cattle and their by-products.
Conservation and Upgradation of Stray Cattle
With a view to alleviate problems caused due to stray cattle a policy is framed to conserve the stray cattle and establishment and operation of temporary cow shelters covering rural and urban local bodies (like Gram panchayat, Chetra Panchayat, Zila panchayat, Nagar palika,etc.) vide G.O. 4234/सैतीस-2-2018-5(53)/2018 Dated 02.01.2019 has been implemented ,the main aim of which is to provide shelters, maintenance, disease control with vaccination and treatment of conserved stray cattle and their progenies, castration of male progeny, providing breeding facilities to cows and to make these cow shelters self-sustainable. Establishment of permanent cow shelters viz. vrihad go sanrakshan in non-bundelkhand districts, govansh vanya vihaar and pashu aashray griha in seven districts of bundelkhand region is also under progress with many successfully conserving the stray cattle.MANREGA PROJECTS of plantation of Napier Grass, vermi-composting under NADEP,gobar gas plant, manufacture of Go-Cast ,etc.To increase the participation of locals for conservation of stray cattle, provision of adoption of 1-4 cattle from temporary or permanent shelters by interested farmer under Sahbhagita Yojna has been made against target of 1 lac cattle adoption.About 545 goshalas run by NGOs are registered under U.P. Goshala Adhiniyam, 1964 which are involved in not only maintaining and breeding of stray cattle but are also meant for keeping weak,old,debilitated,infirm and diseased animals and treatment thereof. These stray cattle are adopted from police and administration and other sources. Provision of grants to registered goshalas for maintenance of conserved cattle against 2% mandi cess through U.P. Go Seva Aayog.
Manniya Mukhyamantri Sahbhagita Yojana
On adoptation of maximum of four cows or their progenies from Gau ashraya sthal by local resident are given feeding incentive at the rate of Rs.50 cow or their progenies per day.
Sahabhagita Poshan Mission
Lactating cow of gau ashray may be given to malnourished mothers and they are also given Rs. 50/day/cow for feeding of cow by the process of DBT.
